The establishment of the University of Houston-Victoria commenced as an effort by the local community in the late 1960s. Their aim was to bring a higher learning institution to Victoria. The community leaders succeeded in the establishment of an off-campus center of the University of Houston after having a meeting with the Texas legislators in the year 1973. This off-campus was called as University of Houston Victoria Center.
